    Financial institutions and entrepreneurs need a stable and secure investment framework.
    From the perspective of local communities, SMEs, large national companies and international private sector companies and financial institutions, some of the elements necessary for an enabling environment must already be in place for African countries to attract investment in renewable energy.
    A fundamental element is a strong regulatory framework that ensures compliance with contracts and the rule of law.
    Investors must be able to be confident that contracts will be respected and that they will not be renegotiated, i.e. invalidated or revised by government measures after signature.
