Presentation of AREI criteria
The attached document describes the evaluation method (criteria and procedures) to be applied to (a) determine the eligibility of projects and programmes for direct funding / support from AREI and their order of priority and (b) label projects and programmes within AREI. Its purpose is to implement in practice the foundations, guiding principles and priorities set out in the AREI framework document and adopted by the Committee of African Heads of State and Government on Climate Change (CAHOSCC) on 25 September 2015, the African Union (AU) Summit on 31 January 2016 and the AREI Governing Council on 22 September 2017.

a. Economic and financial criteria:
i. The ability to produce electricity or heat or other forms of energy for productive use in small- and medium-sized agriculture, manufacturing and community services.
ii. Creation and maintenance of local jobs, both in management and technical positions for the assembly and maintenance of systems.
iii. Capacity to stimulate economic diversification and growth (including local economic development)
iv. Economic benefits occurring within a reasonable period of time (in the event that a loan has been contracted rather than a grant granted)
v. Ability to raise funds to expand the project
vi. Ability to drive energy market transformation, innovation and cost reduction
vii. Accessibility at an affordable price for the majority of consumers
viii. Joint financing agreements (factor demonstrating willingness to carry out the project)

b. Social criteria
i. Women's empowerment
ii. Involvement of local stakeholders and civil society
iii. Proof of social acceptance and local ownership
iv. Improving equity of access to energy and promoting energy democracy
v. Respect for human rights and the rights of indigenous peoples -
c. Environmental criteria
i. Impacts on greenhouse gas emissions, including carbon dioxide and methane
ii. Impacts on local ecosystems and ecosystem services
iii. Impacts on land use and other impacts on land use
iv. Recyclability of renewable energy technologies
v. Any other environmental criteria required by national regulations/legislations in force -
d. Institutional criteria - Part 1
i. Conformity of the project with the priorities of the country concerned/region, without objection from other affected and concerned countries, especially if the project has a cross-border scope
ii. Synergy with ongoing/planned activities in the country (to avoid duplication and incompatibilities during the implementation phase, while facilitating the healthy diversity of stakeholders and actions)
iii. The applicant's current capabilities, and a history of ability to carry out the project, in particular with regard to environmental and social due diligence

e. Institutional criteria - Part 2 (mobilization and capacity development)
i. Detailed plan for mobilizing existing capacities
ii. Detailed plan, including the necessary resources, for the development of additional capacities (to fill the gaps identified in sub-section d.iv) -
f. Technical criteria
i. Strength of the technical design
ii. Robustness and risk of failure/maintenance requirements
iii. Degree to which manufacture/assembly is carried out on national or African soil
iv. Capacity of the grid (main and/or mini-grid) to absorb the production of renewable energy power plants and to absorb variable energy efficiency
