    The Independent Delivery Unit (IDU) must:
    - provide the secretariat role for the Governing Council and the Technical Committee,
    - coordinate and prepare the annual work programmes,
    - coordinate and carry out support activities in all themes,
    - coordinate and facilitate support and funding to accelerate implementation,
    - develop and manage grant application and evaluation procedures in consultation with the Trustee and communicate with stakeholders on behalf of the Initiative.

  • Safiatou Alzouma NOUHOU

    Director of the Independent Implementation Unit (IDU)
    Ms Safiatou Alzouma Nouhou, is Head of the Independent Implementation Unit of the African Renewable Energy Initiative (AREI), which aims to accelerate, develop and exploit the continent's vast renewable energy potential by supporting the development of transformation policies, the adoption of ambitious renewable energy targets and helping to mobilize the international public funding needed to lead these efforts.
    Before joining AREI, Ms Nouhou was Head of the Sub-Saharan Africa Region at the International Renewable Energy Agency (IRENA) in Abu Dhabi. In this capacity, she played a major role in the implementation of the Agency's regional activities by leading the identification of relevant issues and stakeholders with whom to engage to ensure the success and efficiency of IRENA's intervention in the region.
    Before joining IRENA, she worked at the Ministry of Mines and Energy of Niger and was National Director of Renewable Energies for five years. In this position, she actively participated in all relevant debates on access to energy, sustainable development and the deployment of renewable energies to reduce poverty in Niger and the ECOWAS region.

  • Technical Committee

    A technical committee is established to advise on AREI's activities and meet the needs of the Board and IDU. It is composed of high-level experts with proven experience in sectors relevant to AREI's fields of activity (such as renewable energy, environment, development, climate, economy and investment) on the continent or in developing countries, acting in their personal capacity. The Technical Committee reports to the Board.
    The Technical Committee shall be composed of a group of at least eleven members in addition to the Head of the IDU, ex officio member, and appointed by the Board, on the basis of specific criteria including, inter alia: regional diversity, diversity of areas of expertise, diversity of stakeholders, balanced representation of sub-regions, and taking into account gender balance, where appropriate.
    The essential function of the Technical Committee is to advise the IDU and make recommendations to the Board for decision making. Its main functions are, among others
    a) provide objective, strategic and technical advice on AREI's work programmes, reports, policies, operational strategies, projects and programmatic approaches, in accordance with the AREI framework and Action Plan,
    (b) review and recommend for approval by the Board, projects and programmes for allocation and financing by the Trust Fund, based on the evaluation by the IDU;
    (c) support and promote coherence with other initiatives and strategic partners through increased multi-stakeholder participation; and
    (d) regularly assess operations against their long-term framework and direction.
    The Technical Committee shall meet at least twice a year or as often as necessary to enable it to fulfil its responsibilities.
    The Chairman of the Technical Committee presents the Committee's reports to the Board of Directors.
    The Technical Committee shall consult the IDU for advice and recommendations on relevant issues before submitting elements to the Board for approval.
